طورت "إبتكار" نظرية التغيير (ToC) لاستكشاف ما يجب أن يحدث من أجل ضمان تمكين الشعب الفلسطيني بشكل كامل لتلبية احتياجات مجتمعهم، لهذا السبب، تم استخدام نظرية التغيير كأداة من قبل "ابتكار" وكنقطة انطلاق رئيسية لتوجيه وتحديد استراتيجيات التأثير الجماعي من خلال النظر على وجه التحديد في إدماج الشباب والأطفال والنساء.
حددت نظرية ابتكار للتغيير ثلاثة مسارات أساسية لدعم المراهقين والشباب والنساء لتمكين التأثير الجماعي، وهذه المسارات هي الابتكار أو التمكين الاجتماعي وريادة الأعمال الاجتماعية والمناصرة. ومن المهم أن ننوه أنه لا يوجد تسلسل أو تفاضل بين المسارات، والمساءلة تحدث في كلا الاتجاهين وبين الجهات الفاعلة أيضاً، ولا يقوم أي من المسارات على حدا، وبالتالي، لفهم المسارات الثلاثة التي تتحقق رؤيتنا للتغيير من خلالها، تم تجميع مجموعة من العوامل الأساسية في بيئة مواتية وتمكين داخلي يمكن أن يؤدي إلى تغيير إيجابي وعادل ومستدام.
