Ibtikar has developed a Theory of Change (ToC) to explore what needs to happen to ensure that the Palestinian people are fully empowered to meet the needs of their communities. For this reason, the Theory of Change serves as a key tool and foundational framework guiding Ibtikar’s collective impact strategies, with a particular focus on the inclusion of youth, children, and women.

Ibtikar’s Theory of Change identifies three core pathways to support youth, women, and children in driving collective impact: innovation and social empowerment, social entrepreneurship, and advocacy. It is important to note that these pathways are not hierarchical or sequential; rather, accountability flows in multiple directions and among different actors. None of the pathways operates in isolation. To better understand how these pathways contribute to achieving our vision for change, a set of key enabling factors has been identified—both within a supportive external environment and through internal empowerment—leading to positive, equitable, and sustainable transformation.
